Koldioxidtullars konsekvenser för det handelspolitiska klimatet

I avsaknad av ett effektivt multilateralt klimatavtal har ett flertal länder infört, eller planerar att införa, ensidiga åtgärder för att begränsa utsläppen av klimatförstörande ämnen, och framför allt koldioxid, från inhemsk produktion. Det hävdas ofta i miljödebatten att dessa åtgärder måste kompletteras med s.k. koldioxidtullar på importerade varor, dvs. tullar som baseras på hur mycket koldioxid som släpps ut vid produktionen av den importerade varan. En omfattande miljöekonomisk litteratur pekar mot att koldioxidtullar har positiva effekter för klimat och inhemsk konkurrenskraft. Detta till trots råder stor skepsis om sådana tullars lämplighet bland forskare och praktiker inom internationell handelspolitik. Även politiskt möter koldioxidtullar och liknande åtgärder mycket starkt motstånd, vilket exempelvis EU:s nya utvidgning av sitt koldioxidprogram till att omfatta flyg visar. Varför dessa starka reaktioner?

Kvotering av kvinnor till ledande positioner ökar flickors karriärambitioner

I debatten om kvinnor på ledande positioner i samhället framhålls ibland argumentet att de har en roll som förebilder varigenom de kan verka för att minska snedrekryteringen av flickor till framtidens chefsjobb. I ett nyligen publicerat papper i tidskriften Science belägger nationalekonomerna Esther Duflo m.fl. denna effekt genom att studera könskvotering till positionen som politisk ledare i indiska byar. Att byarna slumpmässigt tilldelades en kvinna som byledare ledde till högre karriärambitioner bland flickor, utan att pojkarnas ambitioner påverkades negativt.

Ny bok om den svenska tjänstesektorn
Åtta av tio jobb finns inom tjänstesektorn. Exporten av tjänster växer snabbt och står i dag för 30 procent av den totala exporten. Vad innebär den här utvecklingen för näringslivet, för den ekonomiska politiken och för alla dem som arbetar med att utföra tjänster? Flera av IFN:s forskare medverkar i den nya antologin Den svenska tjänstesektorn som kartlägger Sveriges ekonomi från ett tjänsteperspektiv. Utöver Henrik Jordahl, som är redaktör, har Per Skedinger, Mikael Stenkula, Roger Svensson och Yves Zenou skrivit kapitel i boken som ges ut av Studentlitteratur.
Vetenskaplig konferens om globalisering, organisation och ägande
IFN:s årliga internationella konferens, IFN Stockholm Conference 2012, äger rum i Vaxholm den 14‒15 juni på temat ”Globalization, Organization and the Ownership of Firms”. Konferensen samlar toppforskare som arbetar med frågor rörande kopplingen mellan globalisering, organisation och ägande. Målet med konferensen i år är att belysa hur ökad internationell konkurrens påverkar företagens organisationsstruktur samt hur ägarbyten påverkar löner och sysselsättning.
IFN i Almedalen
Under Almedalsveckan i Visby medverkar flera forskare från IFN i en mängd olika seminarier och debatter. Arbetslösheten, offentligt finansierade privata tjänster, framtidens pensions- och socialförsäkringssystem är några av de frågeområden där forskarna bjudits in som experter och samtalspartners.
Seminarium om vad som avgör vem som vinner USA:s presidentval
Inför slutspurten i den amerikanska valkampanjen bjuder IFN och FORES in till ett lunchseminarium den 16 augusti om valkampanjernas betydelse för utgången av valet. Huvudtalare är professor Robert S. Erikson, från Columbia University, en av USA:s ledande forskare på valrörelser och väljarbeteenden. De amerikanska presidentkandidaterna slåss hårt för att vinna den allmänna opinionen och väljarnas röster. Men vilken effekt har kampanjerna och vilka faktorer avgör deras framgång? Vilken betydelse spelar kampanjernas dynamik, strategier och budskap för valutgången? Vilken roll spelar det ekonomiska läget för valrörelsen och hur användbara är opinionsundersökningarna för att förutspå valutgången? Vilken påverkan kan vi förvänta oss av de resursstarka Super PACs, de intressegrupper till vilka privatpersoner och företag kan ge obegränsade bidrag? Dessa frågeställningar kommer vi att diskutera på seminariet.
Blir vi sjuka av inkomstskillnader?
I slutet av september publiceras en ny bok om sambanden mellan inkomst, ojämlikhet och hälsa. Blir vi sjuka av inkomstskillnader? är skriven av forskarna Andreas Bergh, Therese Nilsson och Daniel Waldenström, alla tre knutna till IFN. Boken diskuterar hur olika mått på människors hälsa beror på deras egen materiella levnadsstandard och på inkomstfördelningen i samhället som helhet. Författarna introducerar läsaren till relevanta teorier och beskriver pedagogiskt hur statistisk metod kan användas för att undersöka vad som påverkar folkhälsan. Fokus ligger på att ge läsaren de verktyg och kunskaper som krävs för att tillgodogöra sig, och kritiskt förhålla sig till, forskningen inom ämnet. Boken ges ut av Studentlitteratur.
IFN-forskare skriver om nystartszoner
Snart släpper FORES antologin Från utsatt till utmärkt område ‒ bortom ekonomiska frizoner. Med den nya boken vill FORES ta ett grepp kring den ökande segregationen i Sverige och skapa en bred debatt om vilka insatser som krävs för att skapa en positiv utveckling i bostadsområden som i dag präglas av arbetslöshet och utanförskap. I var sitt kapitel ger några av Sveriges främsta experter inom respektive disciplin sin syn på hur de utsatta områdena kan lyftas ur sociala klyftor och kräftgång. Författarna berör allt från skola till stadsplanering och semantik. Från IFN medverkar Andreas Bergh som redaktör och Yves Zenou som författare med ett kapitel om nystartszoner som metod för att motverka segregation.
Ny bok om förändrade maktbalanser i världsekonomin
Lars Oxelheim, verksam vid IFN och Lunds universitet, är redaktör för EU-Asia and the Re-Polarization of the Global Economic Arena. Boken beskriver hur globala ekonomiska maktstrukturer har förändrats till följd av den starka ekonomiska utvecklingen i t.ex. Kina och Indien och hur den framtida maktbalansen kan komma att se ut. Den behandlar också i detalj vilken roll särskilda frågekomplex som klimatpolitiken, sociala reformer och bilaterala ekonomiska relationer, kan spela i denna utveckling. Boken ges ut av World Scientific Publishing.
Nytt om medarbetare:
Åsa Hansson är docent i nationalekonomi och disputerade 2000 vid Lunds universitet. I sin forskning fokuserar hon på skatter och deras inverkan på individers och företags beteende. En stor del av Åsas forskning handlar om hur globaliseringen och den ökade skattekonkurrensen pressar skattesystemen och ställer nya krav på utformningen av dessa för att attrahera och stimulera företagande och investeringar. Åsa är även ledamot i Företagsskattekommittén och medlem i Skatteakademin. Åsa börjar arbeta deltid på IFN den 1 juli.
Johannes Mauritzen är ekonomie doktor och disputerade tidigare i år vid Norges Handelshögskola i Bergen, på avhandlingen Windonomics: Empirical Essays on the Economics of Wind Power in the Nordic Electricity Market. Johannes är i sin forskning inriktad på empirisk forskning på energimarknader och investeringar, särskilt mot användning av förnyelsebar energi. För närvarande arbetar Johannes i ett projekt om marknadsmakt på den nordiska elmarknaden inom ramen för IFN:s forskningsprogram Elmarknadens ekonomi.
Martin Olsson är nybliven filosofie doktor. Martin disputerade på avhandlingen Essays on Employment Protection, Private Equity and Spousal Behavior vid Stockholms universitet den 7 juni. I sin avhandling studerar han hur anställningsskydd påverkar olika typer av frånvarobeteenden, hur riskkapitalägande påverkar anställdas arbetslöshetsrisk samt om gifta makars arbetsutbud påverkas av partnerns sjukförsäkring. För närvarande arbetar Martin vidare med projektet om riskkapitalägandets arbetsmarknadseffekter. Projektet är en del av IFN:s forskningsprogram Entreprenörskapets ekonomi.

Prisutdelning Global Award for Entrepreneurship Research
Den 16 maj besökte årets främsta entreprenörskapsforskare, professor Kathleen Eisenhardt från Stanford University, Stockholm för att motta Global Award for Entrepreneurship Research 2012. Eisenhardts främsta bidrag till entreprenörskapsforskningen är hennes arbete som rör ”företagens entreprenörskap”, hur befintliga organisationer kan fortsätta att vara innovativa, bl.a. genom skapandet av nya företag och affärsmöjligheter. Under prisceremonin presenterade hon sin senaste forskning om vad som kännetecknar framgångsrika entreprenörsföretag. Vikten av heterogena team och förmågan att fatta snabba beslut var några av de framgångsfaktorer som hon lyfte fram.
Policyseminarium om riskkapital och ränteavdrag
På ett frukostseminarium den 3 april diskuterades riskkapitalinvesteringarnas effekter på ekonomin och utformningen av ränteavdragen. IFN-forskaren Joacim Tåg beskrev de samhällsekonomiska effekterna av riskkapitalinvesteringar och hur riskkapitalbolagen fungerar som katalysatorer för den svenska ekonomin, följt av Axel Hillings, forskare vid Ekonomihögskolan vid Lunds universitet, presentation av hur ränteutgiftsbegreppet bör omtolkas. Därefter följde ett panelsamtal med Ingemar Hansson, generaldirektör för Skatteverket, Marie Reinius, vd för Svenska Riskkapitalföreningen, Krister Andersson, skattesakkunnig på Svenskt Näringsliv och Sven-Olof Lodin, professor emeritus i finansrätt.
Policyseminarium om hur politiken påverkar lyckan i samhället
På seminariet den 29 mars medverkade tre personer som har engagerat sig i lyckodebatten från olika utgångspunkter, nationalekonomen Christian Bjørnskov, Århus universitet, Filip Fors, Umeå universitet, och Rebecka Carlsson, språkrör för Grön Ungdom. Huvudtalare var Christian Bjørnskov som forskar om hur politik påverkar lyckan i samhället och som är aktuell med bokkapitlet ”Wellbeing and the Size of Government” i boken ... and the Pursuit of Happiness (Philip Booth, red.).
Vinster och privatiseringar i landet Lagom
Sverige sägs vara lagom, men i internationella jämförelser är värderingarna extrema och det politiska klimatet kan skifta mellan ytterligheter. På 70-talet var den privata äganderätten utmanad av löntagarfonderna, i dag driver Sverige privatiseringspolitiken längre än de flesta länder, skriver Magnus Henrekson och Henrik Jordahl i ett policy paper som publicerades i slutet av april. En sak förenar emellertid dessa polära uppfattningar: Varken förespråkarna eller motståndarna till vinstdrivande företag på välfärdsområdet förstår vinstmotivets betydelse.
Prins Daniel besökte IFN
Torsdagen den 10 maj besökte Prins Daniel IFN för att studera ny forskning kring entreprenörskap och hur nya företag kan växa fram och finansieras. Från IFN medverkade Magnus Henrekson, Lars Persson, Roger Svensson och Joacim Tåg.
IFN-forskare om en reform som inte kostar en spänn
Går det att genomföra politiska reformer i dåliga tider? Förändringstempot i svensk politik har gått ned under innevarande mandatperiod. En återkommande förklaring är att "reformutrymmet" är mycket begränsat när konjunkturen viker, som om politiska förändringar skulle vara en kostnad. Men många av de reformer som varit viktiga för svensk ekonomi och valfrihet har i själva verket inte tagit budgetutrymme i anspråk. I boken Fem reformer som inte kostar en spänn ger forskare, journalister och debattörer konkreta förslag på angelägna åtgärder som inte kräver en välfylld kassa. IFN-forskaren Andreas Berghs förslag är att sänka skatten på anställningar och inför höjd enhetlig moms.
Upplyst eller utfryst
Tillsammans med Maud Olofsson, Maria Wetterstrand, Klas Eklund m.fl. medverkar IFN-forskaren Pär Holmberg i boken Upplyst eller utfryst – en antologi om energimarknaden, som gavs ut av Eon i våras. I sitt kapitel om konkurrens och prisbildning konstaterar Pär att det inte finns några bevis för att den av många ifrågasatta marginalprissättningen skulle ge högre elpriser än vad vi skulle få med någon annan prissättningsmodell.
IFN-forskare skriver om civilsamhällets roll i välfärden
Johanna Rickne är en av tre författare till Sektor 3:s rapport Välfärd bortom staten och kapitalet som handlar om det civila samhällets närvaro och förutsättningar i välfärden. I skriften, som kom i början av maj, diskuteras ideella aktörers ambitioner och insatser på välfärdsmarknaderna – och vad som hindrar dem att göra mer.
