Entreprenörskapsforskningen har dokumenterat betydelsen av institutioner men har inte beaktat att entreprenörskap sker i flera steg. Vi studerar därför både tidigt och sent entreprenörskap och finner att en stor stat tenderar att minska båda måtten på entreprenörskap. Rättssystemet påverkar endast sent entreprenörskap.
