Entrepreneurship research has documented the importance of institutions but has not considered it as a multi-stage process. We therefore consider both nascent and realized entrepreneurship, finding that larger government leads to lower levels of both measures of entrepreneurship. Legal institutions only affect later-stage entrepreneurship.
